Biography
Cipher never expected to be reactivated into service, considering he retired in disgust of Starfleet no longer being the same Starfleet he fought and nearly died in service with for 23 years of his career. However, with a promise being called upon by old friends, his experience was once again needed to make the Corps ready to face whatever challenges come next in the future. Cipher is intimately aware of how both the Fleet and the Corps works, and knows what it takes for both to work well. Starting out as a Non-Commissioned Officer, rising to be Sergeant Major of the Delta Quadrant and Command Master Chief of the same, and eventually accepting the challenge of being a Commissioned Officer in the Corps, Cipher's unique perspective, along with other returning officers from his past, could very well be what both the Fleet and the Corps needs to weather the coming storm.
